(iii) Procedure followed in the decision making process, including channels of supervision and accountability;

(ii), (iii) and (iv).The Governing Council is the decision taking authority for INCOIS matters; however, GC has vested the Administrative and Financial powers to Director, INCOIS. The affairs of INCOIS are mainly monitored/controlled/ administered by two major committees i.e. (i) Governing Council (ii) Financial Committee.
While performing the duties assigned to the different officers/staff, they exercise powers as prescribed by the guidelines issued by the Government from time to time as well as those prescribed under different manuals, rules like General Financial Rules, Delegation of Financial Power Rules, Mannual of Office Procedures, etc.
